What is anti-social behaviour?

Anti-social behaviour (ASB) is behaviour that causes a nuisance or disturbance to others. 

ASB covers a range of issues and includes:

  • Unreasonable noise
  • Intimidation and harassment
  • Hate crimes
  • Domestic abuse
  • Dealing or taking drugs

What is not considered as anti-social behavior?

The following actions are not classed as anti-social behaviour:

  • Household noise due to everyday living
  • Children playing
  • One off parties/BBQs/Celebrations
  • Cooking odours/smells/smoke
  • DIY
  • Babies crying
  • Minor car repairs and parking disputes
  • Minor disputes between neighbours/personal differences/‘tit for tat’ arguments
  • Civic disputes such as boundary issues/shared driveways/parking
  • Pets coming in neighbouring gardens

 

If you are experiencing anti-social behaviour

The first thing you should do is try to resolve the issue with the person who is causing the nuisance. In some instances, this may not be possible but on many occasions your neighbour may not be aware that they are causing a nuisance.

You should keep a record of incidents of nuisance (e.g. time, date, nature of the nuisance) so that the details are clear if we, or any other agency, take the matter further. We provide log sheets which are useful for this purpose – link to this diary log form ASB diary log form [doc] 41KB.

Record the noise: You must only record the noise you can hear as you go about your business and not speech. If you have an Android or iOS device you can use our Noise App which you can download for free here. Video footage is also useful.

You may report ASB to us or your local council; noise caused by parties, loud music, TV, musical instruments, DIY, car alarms and constant barking dogs may also be investigated by local council noise teams. Many of these teams have an out of hours team that can visit at night.
